Minutes of the last council meeting
The minutes of the November 2011 meeting were amended and signed by Mr. D Denny, the Chairman as a correct record.

Notification of next joint parish council meeting to be held on Monday, 14th May 2012 at 7.30pm in Wortwell Community Centre. The speaker will be Mr. Mike Bentley from the District Council.
Letter received from Alburgh Town Lands Estate enclosing a grant of £600 towards the cost of new play equipment for the village playing field. Letter of thanks has been sent.
Letter received from Keith Donno notifying us that they have booked the village hall for 30th June 2012 for the Church Fete. He understands that he needs to book the field separately through the Parish Council.
Training session held on 22.11.2011
General thoughts were that the training session was helpful and overall members were pleased with how the session went.
Alburgh Village Web Site/Alburgh Talk Report
Mr. Morris reported that Alburgh Talk is now up and running and has 22 members. He wants to encourage people to use this. The web site is alburgh.org.uk. A training session is going to be arranged for the village hall committee and parish councillors to show them how to use it.
Speed Watch
Mrs. Goose has ‘SAM’ coming on the 5th February 2012 for two weeks. This is going to be delivered to her house and she welcomed any parish councillors to come and have a look at it. She has four new rotas for normal Speedwatch.
Playing Field
Mr. Denny did inspection. All was in good order and everywhere tidy.
The seat in the corner; one leg is half rotten. Mr. Denny will ask Mr. Upson to repair this.
Playing Field Committee
Mrs. Love reported that nothing further has been arranged as yet. Mrs. Gladden-Fenn suggested a race night. She will look in to this.
Mr. Denny informed us that the school will be purchasing some play equipment for younger children for learning purposes and they hope to do this by the end of the school year when they have raised the money.
Parish Council Precept for 2012/13
After studying the budget document, all parish councillors were in agreement to set an annual precept of £7,000.
Planning
Decisions received:
2011/1749 The Old Dairy, South Farm, Tunbeck Road, Alburgh. Approved with conditions.

2011/1729 Pied Bridge Farm, Burntoak Lane, Alburgh. Approved with conditions.
Applications received:
2011/2027 Corner Cottage, School Road, Alburgh. Proposal: Two storey side extension and double cart shed garage.
Councillors had no objections but felt that the extension is not in keeping with the original building and would prefer the extension to be rendered and coloured like the original cottage. It was also agreed to attach the lighting clause.
Affordable Housing
Peter Ramsdale is holding an Open meeting on 25th January in the Village Hall from 3.30 – 7.00pm. He will then come to our next parish council meeting in February 2012.

County and District Council News
Dr. Gray reported:
The council has recently carried out a review of the Planning Committee system. Too many applications are going to committee which results in large agendas and long meetings. Any application received after 01.01.12 will only be referred to the Planning Committee if the parish council view and at least two others making comments contrary to officers.
At the moment anybody can go on the housing register, half of them never bid for a house. There are going to be restrictions for people going on to the register and a Consultation will be coming up on that.
Mr. Tomkinson reported:
- Willows plant at Kings Lynn comes in front of the committee next week.
- Council tax – no increase this year and following year.
- Government awarded 8.9 million to help keep council tax to zero to spend on infrastructure.
- Icelandic money is going to be returned.
Public Participation
Dr. West asked about the web site and putting e-mail addresses on this for the parish council and the village hall. This was agreed and he will contact the clerk for information.
