ALBURGH PARISH COUNCIL
Minutes of the Alburgh parish council meeting held on Thursday, 6th October 2022 at 7.30pm in Alburgh Village Hall.
Parish councillors present:
Chairman: Cllr M. Thompson (Chair), Cllr C. Swanston, Cllr A. Hall, Cllr D. Gladden-Fenn
Also attending: Mrs. Loveday (Clerk) and 4 members of the public
Cllr M. Thompson welcomed everyone to the meeting.
- To receive apologies from members unable to attend:
Apologies were received from: Cllr J. Davis, Cllr T. Hair, Cllr M. Legon
- To receive any declarations of interest from members on any item to be discussed at this meeting:
No declarations of interest from any members were received.
- To approve and sign the minutes of the last parish council meeting held on 1st September, 2022:
The minutes of the meeting held on 1st September, 2022 were approved and signed by Cllr Thompson as a correct record.
- Open Forum for public participation (maximum 10 minutes): an opportunity to hear from members of the public:
SAM data will be reported and the batteries will be charged this weekend.
Speeding – will be discussed later in the meeting.
Discussions on lorries and track vehicles travelling through the village. Cllr Thompson will speak to our local police officer through Speed Watch.
- To discuss matters arising from the minutes of the last meeting which are not on the agenda:
The painting of the play equipment has been re scheduled for the 22nd October, 2022.
Cllr Thompson has emailed Barry Stone to enquire about any funding available for the repairs to the zip wire.
The Village Hall committee have said we can use their bins. If we use them too much we will be asked to contribute to the costs.
- To receive reports from District and County Councillors
News Update received from Barry Stone; County Councillor has been circulated to all members.
Chris Brown; District Councillor emailed the following update:
- South Norfolk and Broadland Councils have now completed the purchase of the Horizon building at Broadland Business Park, for a new single office for staff. Expected that all South Norfolk staff will move out of South Norfolk House in Long Stratton by early November.
- South Norfolk House is now up for sale.
- A small new office for residents to be able to access Council services is to be opened in Diss, in the former Tourist information office.
- South Norfolk now have a new flood resilience officer in post, who will be supporting work to ensure flood risks are reduced.
- The Council is making some progress regarding the ‘nutrient nutrality’ issue, which is stopping planning permissions being granted for housing in much of the district (though not this area).
- Cllr Brown has provided a grant from his member ward fund to Alburgh Village Hall for new signs.
- Correspondence Received
Cllr Legon is looking in to various ways of reducing speeding. Further information and costs will be brought to the next meeting for discussion.

- Playing Field – To receive inspection report and for Homersfield Picnic Site
Cllr Hall did inspection. All was in good order. Very little amount of rubbish left which was nice.
Homersfield Picnic Site – there is some evidence of fires being lit and rubbish left. The clerk will speak to the River Waveney Trust.
To discuss ideas for new and replacement play equipment
We have some ideas for new equipment from the school children. We will look at what funding is available.
Quotes for hedge and grass cutting
We have 2 quotes for the hedge and grass cutting. After discussion, it was decided to ask Manor Farm Services to do this. Cllr Thompson will speak to them.

Update on Film Nights
The next film showing will be ‘Elvis’ on the 21st October, 2022.
Village Questionnaire – Letter box will be sorted and questionnaire will go out.
Village Hall Lease – Cllr Thompson is sorting this.
Village Hall Rent – We have received an email from the Trustees of Alburgh Village Hall committee regarding the rental of the village hall. The rent of the Village Hall is registered as a peppercorn rent and therefore no money is requested from ourselves. The village hall committee have decided as a thank you to allow the 10 parish council meetings a year to be held in the village hall at no charge. After discussion, a vote was taken (3 for, 1 against) and it was decided to accept this kind gesture. Thank you to the village hall committee for this.

Training for Councillors – This has been arranged for Tuesday, 11th October 2022.
