ALBURGH PARISH COUNCIL
Minutes of the Alburgh Parish Council meeting held on Monday, 13th July 2020 at 12 noon at Alburgh playing field.
Parish Councillors present:
Mr. Denny, Mrs. Gladden-Fenn, Mrs. Davis, Mr. Soanes, Mr. Renaut
Also attending: Deborah Stewart, Jackie Ellis: Clerk
- Welcome by the Chairman
Mr. Denny welcomed everyone to the meeting
- Election of Chairman
Mrs. Davis proposed Mr. Soanes be elected as Chairman for the coming year. Seconded Mrs. Gladden-Fenn. All in favour. Mr. Soanes accepted and signed a Declaration of Acceptance of Office.
- Election of Vice Chairman
Mrs. Gladden-Fenn proposed Mrs. Gedge continue as Vice Chair for the coming year. Seconded Mrs. Davis. All in favour. Mrs. Gedge has already confirmed that she would be happy to continue as vice chair.
- To Co Opt new Councillor
Deborah Stewart has applied for the vacancy of parish councillor. Mr. Denny proposed that Mrs. Stewart be co opted, seconded Mrs. Gladden-Fenn. All in favour. The clerk will email Mrs. Stewart the register of interest form and all the necessary information.
- To receive and accept apologies from those members unable to attend
Mrs. Gedge sent her apologies
- To receive any declarations of interest from members on any item to be discussed

- To approve and sign the minutes of the meeting held on 5th March 2020
These were signed by Mr. Soanes as a correct record
- Annual Governance and Accountability Return:
All Councillors approved the 2019/20 accounts
Lynda Ling has completed the internal audit
Internal Auditor report – approved
Annual Governance Statement – approved, dated and signed
Annual Statements – approved, dated and signed
- Standing Orders
The clerk has updated these and every councillor has had a copy via email. These were approved and signed
- Financial Regulations

- Playing Field
- Due to Norse no longer cutting the playing field, we have asked Levi Farrow to do this. All councillors were happy with this. We have had a request from Mr. Stokes offering his services. It was felt that at present we will continue with Levi (on a trial basis for the summer) and will keep Mr. Stokes in mind for future.
- The edges around the Tennis Courts are too rough to cut. Davis will sort this.
- The hedges are getting over grown. Denny will organise these to be cut in August.

- Gladden-Fenn will ask S & A Services to cut the millennium garden.
- The gate will be put up in the millennium garden in due course.
- The notice board glass needs replacing. Currently it is Perspex which cannot be cleaned. It was agreed to replace this with toughened glass. Mr. Denny will organise.
- Gladden-Fenn did playing field inspection. She collected a lot of rubbish. All the equipment was checked and washed down before opening.
- It was agreed to put some more safety signs up.
- The Risk assessment for the playing field has been updated in line with Covid 19 regulations. This was approved by all councillors and signed by chairman.
- Planning applications received since last meeting
None
Decisions received:
- Ref: 2020/0588 Beech Farm, Tunbeck Road, Alburgh. Replacement windows and new pitched roof. Approval with conditions.
- Ref: 2020/0276 South Farm, Tunbeck Road, Alburgh. Installation of 24.8kw ground mounted solar panels. Approval with conditions.
- Ref: 2020/0712 North Barn, Mill Road, Alburgh. Conversion of existing garage/store to provide play room and storage area with a link to the existing dwelling and a new entrance hall and open carport. Approval with conditions.
- Payments
Clerk salary x 2 months £302.70, allowance £52.00
HMRC Paye £113.40
- Next Meeting
This will be held on 3rd September, 2020 on Alburgh playing field at 11.00am (weather permitting)
After this meeting it was agreed to hold meetings via Zoom due to Covid 19 regulations.

In her absence Mrs. Gedge has emailed the following:
She has reported Vinegar Lane to Norfolk CC as it is very overgrown.
The ground has been too hard to put out the dog fouling signs as yet but this will be done as soon as possible. Thank you to Mr. Soanes for making them.
A parishioner has thanked us for organising the Styles to be fixed on the footpaths.
David Denny said that we would not be showing any films this year. It will be reviewed in the new year.
