Minutes of the parish council meeting held on Thursday, 1st September 2016 at 7.30pm in Alburgh Village Hall.

To approve the Minutes of the last council meeting
The minutes of the July 2016 meeting were signed by Mr. Denny, Chairman, as a correct record.
Public Participation
None
Update on Matters arising from previous minutes
Ongoing problems with Broadband – The survey which Mr. Gedge put on the website has had 14 replies. 2 were for the same line and 1 for satellite; therefore 12 lines in total but 1 did not provide telephone number. This means 11 lines will be investigated. Mr. Gedge is going to look in to this for us. The survey is now closed.
Roadside Verges – We have received an email from Bob Edwards at Highways who advised that the second cut of verges started on 11th July. All verges have now been cut.
Allotments – Letters to go to allotment holders asking them to tidy their allotments.
Telephone Wires – It was decided not to write to the home owners about these wires as this is the responsibility of BT.
Correspondence
The next joint Meeting of parishes will be held on 14th November 2016 in Wortwell Community Centre at 7.30pm. The guest speaker will be Steve Hammond from the East Anglian Ambulance Trust who will speak on the role of the Community First Responders.

Maps and Papers from Bob Flatt
Bob Flatt has now moved out of the village and given some maps of Alburgh and some papers to Ruth Walton. It was agreed that Ruth Walton will store these for the time being and they will be available for anyone to look at.
Footpaths
Mrs. Walton has received an email asking us to re-submit our application to deal with the footpath from Station Road to and including lane from Ivy Farm which she has done. The application has now been registered.
Film Night
The last film was Dad’s Army and was again well attended and an enjoyable evening.
Defibrillator
The clerk has received an email from a company called Wel Medical with information on a Defibrillator. Mr. Denny has obtained a quotation from them of £1,917.50 plus VAT.
Mr. Denny has also spoken to a gentleman from ‘Community Heartbeat Trust’ offering a different make of Defibrillator and that he would possibly be able to do this all through a grant. He offered to come out and give us a talk. Mr. Denny will invite him to our next meeting.
The clerk will also ask the Doctors Surgery if they have any recommendations.
War Memorial
Historic England have asked us if Alburgh War Memorial is on the Statutory List of Buildings of Architectural or Historic interest. It would appear that although the memorial is now Grade 2 listed, it does not appear on their list. Mrs. Beckett has looked into this and Mrs. Walton said she would deal with the matter.
Playing Field
Mr. Denny did inspection. All was in good order.
The bottle bank has been over flowing but this has now been cleared.
Mrs. Davis asked if it would be ok to put a Christmas Tree on the playing field. This would mean digging a hole for it. All parish councillors were in agreement with this.
Hedge at Three Acre Row
The clerk has received emails from Paul Bunce at Saffron Housing. He has asked several questions about the hedge in question and the last email stated that once all of his points have been overcome they will be able to commence with the hedge cutting works. Clerk to chase this.
Planning
Ref: 2016/1066 Mr Stephen Foster, Stony Lane Farm, Alburgh. Proposal: 2 bay oak framed cart lodge. Approval with conditions.
Ref: 2016/1692 Mrs L Walker, School Farmhouse, Denton Road, Alburgh. Proposal: single storey extensions and alterations. Approval with conditions.

Ref: Mark Thompson, Land East of Hope Cottage, Station Road, Alburgh. Our letter has been sent to The Planning Inspectorate.
Friends Farm planning. It appears that we have not received notification of outline planning permission for this. Mr. Denny will ring South Norfolk Council.
Reports by District Councillor and County Councillor
Dr Gray emailed the following report in his absence:
- No news yet re the appeal for the dwelling in Station Road. SNC has commented on the “self-build” issued raised by the appellants.
- Gray advises that he still has funds this year that might help with the purchase of a Defibrillator if we decide to go ahead. Denton parish council may also be buying one.
- Re the changes to South Norfolk Council Wards, the SNC officers are recommending that the Earsham Ward, which includes Alburgh, should lose Topcroft but gain Hedenham, Bedingham and Woodton. So whoever gets elected as our District councillor in 2019 will have more work to do – 7 villages instead of 5.

Friends Farm – parishioner mentioned about Quakers Land. Mr. Denny will ring SNC.
Re: Drainage on Holbrook Hill – rang every month has been marked with yellow paint along with the pot holes. Clerk to contact Highways to ask when this is going to be done.
A Pot hole outside village hall has also been marked. Clerk to ask about this also.
