Minutes of the parish council meeting held on Thursday, 3rd March 2016 at 7.30pm in Alburgh Village Hall.

Minutes of the last council meeting
The minutes of the February 2016 meeting were signed by Mrs. Walton, Chairman, as a correct record.
Public Participation
A member of the public informed us that they have had a reply from BT re: their broadband connection. BT have been monitoring their situation during the week and will give them an update. They have noticed a slight improvement in the service.
A member of the public reported a lot of water running down Dove Hill and asked if we could contact Highways to ask them to clear the gulleys that run down Dove Hill as they are blocked.
Update on Matters arising from previous minutes
Mr. Donno, Payne’s Lane. We have asked Highways whether they would repair the bank which they say is extremely difficult to do when the highway verge is continually over-run. If they were to try and reconstruct it with soil, the first lorry to run over it would merely spread the soil across the road. They no longer use hazard markers to prevent verge over-run as they are expensive and ineffectual and they no longer use kerbs in rural locations. They suggest the best course of action might be for Mr. Donno to approach the operators and ask them politely to try and avoid damaging the bank. Mr. Donno has been informed of this response which he is not happy about. It was agreed that the clerk would contact Margaret Stone to see what can be done further.

Film Night
The last film shown was ‘Suffragettes’ and had 64 people attend. This was again an enjoyable evening.
EDP Tokens for the community
We have managed to collect 500 tokens. On the 29th February 2016 – 3 members of the parish council and 3 members from the village hall committee had a meeting and have put in an application for £250 for the parish council and £250 for the village hall.
Footpaths
To date we have not had a reply from NCC. Clerk to chase this.
Playing Field
Mrs Davis did inspection. All was in good order.
The Zip Wire needs a small matter attending to and cable ties need putting on the goal posts. Mrs. Gladden-Fenn will look at this.
Planning
Decisions received:
Mr & Mrs Richard Derbyshire, North Barn, Mill Road, Alburgh. Approved with conditions.
Mr Nick Durrant, The White House, Low Road, Alburgh. Approved with conditions.
Mrs. Walton has received an email from Mr. Mark Thompson. He informs us that he has put in a revised planning application to SNC. He says that he would be happy to talk to the parish council about the changes made to the application. Mrs. Walton invited him to our meeting tonight but Mr. Thompson was not able to attend. He informed Mrs. Walton tonight that the plans have today been submitted. It was agreed that when we receive these that a separate meeting will be held before any comments are made.
After discussion it was agreed that all new planning applications received and decisions received would be put on Alburgh Talk and go in the parish magazine.
Queen Elizabeth’s Birthday Celebrations
The clerk has completed the Application form for the grant for £250 towards celebrations. There are a few questions which could not be answered until after our meeting on the 15th March. One of the questions is – how much money we have raised towards the event? Mr. Denny suggested asking the jubilee committee for the amount left in their bank balance which is approx £100; the parish council to contribute £250 and we have £250 grant from SNC. All were in agreement with this.
Clerk to write letter to the Jubilee Committee members asking them to let the parish council have the proceeds and thanking them for their work on the jubilee committee.
Date for Litter Pick
It was agreed to do South Norfolk’s Litter Pick again this year. Date set for April 16th at 2.00pm.
Clerk to inform SNC.

External Audit
Mazars, out external auditors, contract comes to an end in 2017-18. Opted in authorities such as our parish council will not be required to undergo an audit review or to pay any audit fee with effect from 2017/18.

County and District Council News
Dr. Gray reported:
- District council part of council tax will be going up 3.3%.
- From 1st April, Dr. Gray gets another £1000 grant so we could start thinking about how we would like to spend another £200.00.
Public Participation
A member of the public questioned if the former Farm Shop at Wortwell is now used for Car Sales?
The question was also asked if a Speed restriction had been considered at the Dove Hill A143 junction.
