Minutes of a meeting held on Thursday, 7th April 2011 at 7.30pm in Alburgh Village Hall.

Signing of the Minutes
The minutes of the March 2011 meeting were signed by Mr. D Denny, the Chairman as a correct record.
Matter arising
Cars parked at Lohr Bungalows; David has spoken to the lady that lives there who is called Sonia. She appreciates there is a problem with the parking and she wishes to do something about it but cannot at the moment. Her rent is done on a quarterly basis for the first 12 months, therefore after 12 months she will be able to do something about her driveway. She will try to do something about this earlier now we have brought it to her attention and she will speak to the council.
David Denny has purchased and erected ‘No Dogs’ signs at the Millennium Garden. No body has seen any dogs there since.
David has purchased a new picnic table from Clarkes of Walsham which he has erected and will take to the playing field.
David has trimmed the tree with Daphny Gladden-Fenn’s help. He feels the tree has got out of shape and ugly and suggests we cut it down and replace with new ones. It was pointed out that the play group planted this several years ago. To be thought about in the autumn.

Speed Watch
Pat Goose has received an e-mail from the police re Speed Campaign. They have been contacted by the Norfolk Constabulary Roads Policing Department with regard to the speed campaign which is being run from the 18th April to the 24th April. They would like to include Community Speed Watch Groups in this campaign and are asking if we could schedule in at least one session during that week. Pat Goose felt that we could and will try to organise.
Open Gardens
Daphny Gladden-Fenn reported;
- Date has had to be re-arranged to the 12th June, 2011.
- She has contacted the school but cannot talk to anybody till after Easter.
- She thinks she has the Competition all sorted.
- The Toddler Group were helpful and keen to help with cakes and teas, etc.
Planning
Applications received:
21 The Street, Alburgh. Copy of Letter from Margaret Bingham of 23 The Street, Alburgh which she has sent to SNC. In essence she has no objection to the proposed extension but she makes two comments which she would like to be considered and discussed – ‘Drains should be located before planning consent can be approved and the residents of No. 21 should pay for the relocation of the drains’. Dr. Gray will also make some enquiries.

Playing Field
Mrs. Walton did inspection. All was in good order.
Mike Bentley has some drawings and designs for the new play equipment ready for us to look at. David has arranged for him to meet us in the village hall next Thursday at 5.00pm.
Combined Dance with Alburgh Village Hall
This was a success with several people there, and all seemed to enjoy the evening. We have a cheque from Alburgh Village Hall for £278.00, being half share of profit from the evening. David Denny gave thanks to Pat Goose and Richard Morris for organising this.

Annual Parish Meeting
David Denny raised the subject of splitting the APM and the AGM this year as he feels it is a long meeting, especially for those who are running the meeting. All were happy to try this. Dates then set were for the AGM on the 5th May at 7.30pm and the APM for 7.30pm on 12th May, 2011.
Clerk to write letter of invitation to all organisations, as in previous years, but to hopefully entice more people to attend to say that we are making this more of a Social occasion this year and will be offering tea and biscuits.
Ruth will ask the editor of the parish magazine.

A lady called Mrs. Smith has given Mrs. Walton a donation of £30.00 towards the War Memorial. A letter of thanks has been sent to Mrs. Smith.
County and District Council News
Dr. Gray reported:
- Gt Yarmouth borough council – they have a business case which is about to be published which indicates that the councils will make 10% savings on its costs by sharing services. Gt. Yarmouth will have an election for a mayor.
- Completion of houses at former Tradesmans Arms. To complete the houses has to be a substantial planning matter – for example, stickers on the windows is not a substantial planning matter. No matter seems to be substantial.
- Affordable housing in Denton – 6 properties nearly completed and all allocated to Denton people.
Any Other Business
Daphny Gladden-Fenn asked if the Millennium Garden could be tidied. The reeds could be cleared out. David will ask Johnny. And the benches need treating. Edward Renaut said that the Bowls Club will do this.
Pat Goose – one of the houses she looks after, the people are selling and have offered Pat things from the house to sell with the proceeds to go to the playing field. She wondered if we could have a jumble sale/table top sale in the village hall. Date set for 4th June, 2011.

Alburgh Poors Allotment Charity – Letter from Mr. Flatt reminding us that we need to appoint a trustee at our AGM this year.
Public participation
Phyllis Wright is concerned about the cars parked at Lohr Bungalows and asked if we could write a letter to SNC.
Phyllis has telephoned the bus company and was told that as it is the only bus Alburgh/Denton residents have to Harleston passengers do not have to pay. Clerk to write to Bus company to ask make to make sure that their drivers know they don’t have to pay.
Jane Marlow, governor of Alburgh with Denton Primary School, has approached Ruth Walton and mentioned that they have 17 new children starting in September. She enquired whether the parish council were going to give the children a momentum for the royal wedding. David thought we would do something for the diamond jubilee and not the royal wedding. All were in agreement with this.
Mr. Denny thanked everyone for attending and closed the meeting at 9.00pm.
