ALBURGH PARISH COUNCIL
Minutes of a meeting held on Thursday, 5th May 2011 at 7.30pm in Alburgh Village Hall.

Before the start of this meeting, all parish councillors signed Declaration of Acceptance of Office. They were also given copies of the Code of Conduct, Register of Members’ Interests to complete and return within 28 days.
Election of Chairman
Mrs. Gladden-Fenn proposed Mr. Denny continue as chairman, seconded Mr. Morris.
All in favour. Mr. Denny gave his thanks to all parish councillors. Mr. Denny signed Declaration of Acceptance of Office.
Election of Vice Chairman
Mrs. Gladden-Fenn proposed Mrs. Walton continue as vice chairman, seconded Mr. Renaut. All in favour. Mr. Denny gave his thanks to Mrs. Walton.
Public participation
Mrs. Wright asked if we had heard any further news on the removal of the phone box. Clerk to chase this matter up.
Signing of the Minutes
The minutes of the April 2011 meeting were amended and signed by Mr. D Denny, the Chairman as a correct record.
Matter arising
Table Top Sale on 4th June, 2011. Mrs. Goose has already sold some things from the house. She has put notices up to advertise this event.

NALC – Future of audit
The Local Government has announced plans to disband the Audit Commission. They are considering a process under which the income and expenditure of a body determines what ‘level’ of audit is required. Councils with an income or expenditure between £1,000 and upper threshold of £6.5m would be subject to an independent examination rather than a full audit. Therefore we could appoint an independent examiner. Mrs. Jane Pearce said that if this went ahead she would be happy to carry on doing our audit.
Speed Watch
Mrs. Goose organised two speed watch sessions for the week which the police asked for and did catch somebody speeding the second week.
Mrs. Goose also had an e-mail from the Safety Camera Partnership, saying that they are shortly bringing in a system which community speed watch teams could use in their existing group sessions. The system is SAM (Speed Awareness Messaging). Mrs. Goose replied saying that we would be interested.
Open Gardens
Daphny Gladden-Fenn reported;
- She has organised for Vintage Tractors to be on display and asked if they could stand on the edge of the playing field. All agreed.
- Rotas are out for the ‘school mums’ for tea making, washing up etc.
- She would like the Village hall to open 9.00am ish. Edward will ask the care taker.
- There are Adverts out in local papers and the Grapevine. Also an article in the Grapevine about the playing field.
- She is also organising Rota.

Playing Field
Mrs. Gladden-Fenn did inspection. All was in good order.
There were some nasty things in the bins, i.e. nappies, dog mess. Mr. Morris will make a notice to put on the bin.
New Playing field equipment. Following the meeting with Mike Bentley, it was felt that the plans he showed us were complicated and feed back from councillors was more on the negative side. The cost would be in excess of £30,000. Mike Bentley has another set of plans from another company which seem easier to understand. All looked at these and their initial thoughts were that these looked better and were easier to understand. A further meeting has been organised for Tuesday evening at 5pm with Mike Bentley to discuss these.
Alburgh Poors Allotment Charity
We have received a letter from Mr. Flatt, Chairman to the above charity reminding us that we need to appoint or reappoint four trustees to this charity. The current trustees prepared to stand again are Mr. R. Flatt, Mrs. J. Denny and Mr. L. Lloyd. Mrs. Bass wishes to retire. All were in favour of the current trustees standing again, proposed Mrs. Goose, Mrs. Gladden-Fenn seconded. Mrs. Walton offered to become a trustee, Proposed Mrs. Goose, seconded Mrs. Gladden-Fenn. All in favour.
Accounts
Payments: J Ellis, clerk salary to 5.4.11 £158.40, expenses £15.00
To 30.4.11 £186.80
Rackhams, Cuprinol for fences £32.25
Receipts: SNC Precept £3,000.00
As previously discussed, the clerks salary from 6.4.11 will be subject to PAYE.
£3.00 per week can also be claimed for business use of house without paying tax and 45p per mile travel. All councillors were happy for these amounts to be paid.
Mrs. Walton and all parish councillors gave thanks to Mrs. Gladden-Fenn for doing the fences.

Any Other Business
Mrs. Gladden-Fenn asked for the Pond to go on Agenda next month.
Mrs. Walton reported on The War Memorial. She has completed a draft of the pamphlet and cover. Keith Dunbar has been extremely helpful and kind in helping with the pamphlet. Arthur Paxton who works for the architects has notified Ruth that work will start on Monday 16th May. Bungay printers have been contacted and the costs are; for 100 pamphlets £165.00, 150 will be £225.00. All were in agreement that we have 150

printed and the ones that we sell would be at £2.00 each. Mr. Denny gave thanks to Mrs. Walton for all her hard work.
