ALBURGH PARISH COUNCIL
Minutes of the Alburgh parish council meeting held on Thursday,10th November 2022 at 7.30pm in Alburgh Village Hall.
Parish councillors present:
Cllr Davis, Cllr Swanston, Cllr Gladden-Fenn, Cllr Legon, Cllr Hair
Also attending: Mrs. Loveday; Clerk, 3 members of the public
- Apologies were received from: Cllr Thompson
As our Chairman; Cllr Thompson was absent tonight, our Vice Chair; Cllr Davis chaired the meeting.
- No declarations of interest from any members were received.
- The minutes of the meeting held on 6th October, 2022 were approved and signed by Cllr Davis as a correct record.
- Open Forum for public participation (maximum 10 minutes): an opportunity to hear from members of the public
2 x Speed signs in Tunbeck and the bend sign at the junction of The Street/Mill Road/Broad Road are on the lean and need straightening. Also the Broad Road name sign is bent and pushed back in to the hedge. These will be reported to Highways.
- To discuss matters arising from the minutes of the last meeting which are not on the agenda
SAM Units – Cllr Thompson has replaced the unit batteries and uploaded the data to the web and shared with Speedwatch and Police.
- To receive reports from District and County Councillors
Barry Stone; County Councillor emailed a News Update report in his absence which has been circulated to all councillors.
No report received from Chris Brown; District Councillor.
- Correspondence Received – None
- Playing Field – To receive inspection report and for Homersfield Picnic Site
- Cllr Hall did inspection but was not in attendance tonight.
- Cllr Thompson reported that there is no funding available for the repairs to zip wire. It was agreed we will get quotes for this.
- No-one turned up for the painting party for the play equipment. Cllr Thompson cleaned up two items and will clean up rest at next opportunity. Painting is not needed this year, can be left until next. Cllr Thompson will paint some red-oxide over rust spots.
- We can now use the village hall bin to deposit rubbish in. The village hall has given us a key for emptying the bins on site.
- Other Play Equipment ideas, Cllr Thompson will put together a proposal over Christmas for January meeting
- Village Items
Update on Film Nights
The last film showing was well attended. Discussions on how best to advertise Film Nights.
Village Questionnaire – The Village Hall now has letter box. Cllr Thompson will arrange for questionnaire to be distributed over the next few weeks.
Village Hall Lease – We have spoken to the legal representative from Norfolk PTS who have advised on the correct procedure. Cllr Thompson has fed this back to Sprake and Kingsley. We await their response.

Speeding – Cllr Legon has done some research on options for speeding. Discussions on this.
Cllr Legon will continue to speak to Highways. To go on next agenda.
Pond Dredging – We have received a quote for pond dredging from Fran Cousins – recommended by survey team. To clear the pond will cost £780 plus VAT, plus it may be necessary to spray to reduce growth which would be at a further cost of £350 plus VAT. This does not include a digger as digger access is not possible.
It was agreed that we would get a second quote.
Other Parish Council Items
Norfolk PTS came and conducted our training which was well received.
As advised we will review our parish council policies at our annual May meeting.
To discuss allotments and review rents – It was agreed to keep the annual rents the same as last year. Clerk to send invoices out.
Discussions on using the grassed area for a village soft fruit orchard. It was felt that this would not work as it would involve too much work to maintain it although it would be a nice idea. Ideas of maybe just a flower area. To carry on to next agenda for further discussion.
Request from a gentleman to use the Wortwell allotments. This needs further discussion about what he needs to use the allotments for? We will go back to him to ask further questions.
