ALBURGH PARISH COUNCIL
Minutes of the Alburgh Parish Council meeting held on Thursday, 3rd February 2022 at 7.30pm in Alburgh Village Hall.
Parish Councillors present:
Mrs Davis: Vice Chair, Mrs. Gladden-Fenn, Mrs. Hair, Mr. Thompson, Mrs. Stewart
Also attending: 2 members of the public, Jackie Ellis; clerk, Chris Brown; District Councillor
1.Welcome by the Vice Chair
- To receive and accept apologies for absence: None
- To receive any declarations of interest from members on any item to be discussed – None
- To approve and sign the minutes of the last meeting
The minutes of the January 2022 parish council meeting were signed by Mrs. Davis as a correct record.
- Open forum for public participation (maximum 10 minutes): an opportunity to hear from members of the public
It was asked if there were any trees available for the Millennium Garden. The clerk will ask Barry Stone, County Councillor. It was advised that the Woodland Trust may also have trees.
- To receive reports from District and County Councillors
Chris Brown, District councillor reported as follows:
- Financial matters, SNC are in the process of setting the budget.
- Office Accommodation project; discussions on going about this.
- Covid Recovery – ongoing.
- Works in Harleston due to start soon.
- Climate Emergency; actions are being taken.
- To discuss matters arising from the minutes of the last meeting which are not on the agenda
Mrs. Gladden-Fenn asked if we had received payment for doing the Litter Pick. Clerk to chase.
- Correspondence – Letter from Alburgh Town Lands Estate requesting re-appointment of trustees
We have received a letter from the clerk to the Alburgh Town Lands Estate asking if we are happy with the re-appointment of Paul Crosbie and Peter Wrench as trustees of the Alburgh Town Lands Estate? All councillors were happy with this.
- To receive inspection report on the Playing Field and Homersfield Picnic Site and update on grass cutting
Mr. Thompson did inspection. All was in good order.
There are moles at the picnic site which need attending to. Mrs. Davis will speak to the River Waveney Trust about this.
Mrs. Davis has spoken to Mr. Smith who has been appointed to carry out our grass cutting this year. It was agreed that he will do fortnightly cuts, weather permitting, starting in March.
- To receive update on Millennium Garden and Pond
One of the ladies who is helping with the garden was at the meeting tonight. She informed us that they have been tidying and clearing the garden and putting some plants in. The path is not very nice and hard to keep clear of weeds. The grass will need rolling before cutting. The two benches need attention. After discussion it was agreed that it would probably be cheaper to buy two new benches. Mr. Thompson said he would make enquiries about sponsorship.
Mrs. Davis will speak to Mr. Soanes about the pond and the steps that need to be carried out. It was agreed that work could start now. To go on next agenda.

- To discuss the Film Nights
As a result of the questionnaire Mrs. Hair put out regarding the starting of Film Nights, the majority of peoople said that they are not keen on starting yet. Mrs. Hair will conduct another questionnaire in March to see what people are thinking then.
- To discuss training for whole council
It was agreed that we would wait until the summer for this when we have new councillors.
- Update on SAM
Thanks was given to Mr. Thompson who has now taken this on and has put a lot of work in sorting out the software for the cameras. He has been moving them and sending data to the police and speed watch. He will try to obtain feed back from the police.
- Parish Councillor Vacancies
We now have two parish councillor vacancies which will be advertised.
- To discuss Risk Assessments
Copies of the current risk assessments were given to councillors tonight for them to take home and have a proper look at and bring back to next meeting for discussions on any updates.
- Update on installing dog poo bins in the village
The clerk has obtained information and pricing on these. It was agreed to put a piece in the parish magazine to ask where dog walkers would like bins positioned.
- To discuss Alburgh Welcome Pack and Key Fobs for Defibrillator
Mrs. Davis has the key fobs and the welcome leaflet. She will bring these to the next meeting for discussion.
- To report on planning decisions, applications commented on since last meeting – None
- 19. To approve payments to be made
Payments: J Ellis, Clerk salary and expenses £185.60
Receipts: £448.00 from Cllr Chris Brown – Members Ward fund for 2 picnic tables for the Homersfield Picnic Area

Update on the clearing of Rice’s Lane

Cllr Chris Brown reminded everyone that the Mobile Library comes to the village.
Mrs. Davis thanked everyone for attending and closed the meeting at 8.40pm.
Next meeting will be Thursday, 3rd March 2022 at 7.30pm in Alburgh Village Hall.
