ALBURGH PARISH COUNCIL
Minutes of the Alburgh Parish Council meeting held on Thursday, 7th March 2019 at 7.30pm in Alburgh Village Hall.
Parish Councillors present:
Mr. Denny: Chairman, Mr. Stiffel: Vice Chairman, Mrs. Davis, Mr. Renaut, Mrs. Gladden-Fenn, Mrs. Gedge. Mrs. Beckett
Also attending: 6 members of the public, Mrs J Ellis: clerk.
1 Welcome by the Chairman, Mr. Denny
- To receive and accept apologies for absence: Dr. M. Gray, District Councillor
- To receive any declarations of interest from members on any item to be discussed – None
- To approve and sign the minutes of the last meeting
The minutes of the February 2019 meeting were signed by Mr. Denny as a correct record.
- The meeting was not adjourned for public participation as no member of the public had any comments.
- Report from District Councillor
Dr. Gray sent an email in his absence to say that he had no new information other than that the SNC Band D council tax is rising from £145 to £150; a rise of 3.45%.
- To discuss matters arising from the minutes of the last meeting
Mrs. Gladden-Fenn has arranged the Litter Pick for May 11th at 1pm. This will be done as a joint effort with another voluntary group from the village.
Mr. Denny reminded parish councillors that the elections are coming up soon.

- Update on Film Night
The last film showing was again a success. The next film showing will be ‘Bohemian Rhapsody’.
The Childrens film will be held on the 10th April at 2.00pm and this will be ‘The Return of Mary Poppins’.
- To discuss progress on Allotments at Wortwell
Wortwell parish councillors have agreed to attend a meeting with ourselves on the 28th March at 7.30pm to discuss the allotments at Wortwell.
One of the Alburgh allotment holders who we previously gave notice to has asked Mr. Denny if they could keep their allotment. It was agreed that they could so long as they keep it tidy. We will have a bonfire and plough the site to get it tidy to start with.
Mr. Denny will also arrange to clean the ditch in the allotment garden.

- Request by a resident for signs for directions to Church
Mr. Denny has received a letter from a parishioner asking if there could be a road sign in the village directing to the Church. It was agreed that this would be a good idea and we will write to Highways to request this. We will ask for this to be put at the Church Road junction.
- Mr. Gedge to explain the graphs for the speed cameras
Mr. Gedge handed out the graphs he has compiled from the speed camera data. He explained how he got this information and how it shows on the graphs. It was agreed that these could go on the web site and also be sent to the local police. Mr. Denny and all parish councillors thanked Mr. Gedge for doing this.
- Playing Field Report
Mr. Stiffel did inspection. All was in good order.
The wheel has had to be taken off the ‘Ship’ and needs repairing. Mr. Stiffel kindly said he would do this.
Mr. Denny has met with Premier Playgrounds who came out to the playing field to discuss a new slide. He came up with various options and quotes which were all very expensive. After discussion it was agreed to leave this for now as it was only an advisory from the play inspection.
The millennium garden hedge needs cutting and this has been arranged for June.
- Opening of Picnic Site
Mr. Denny has spoken to the gentleman from the River Waveney Trust who advised that they are doing some repair work there and would like to tidy the area before the opening. It was agreed to have this on 6th July. We would like to ask Dr. Gray to open this. Further discussions to be held on this next meeting.
- To discuss the possibility of having dog bins in the village
This will go on the agenda again next month as SNC have not got back to us with the costs. The clerk will chase this and also ask for the costs of signs to prevent dog fouling.
- To report on planning decisions, applications commented on since last meeting
Ref: 2019/0492: 3 Springfield Terrace, Alburgh. Single storey front and rear extensions. All councillors approved.
- To approve payments to be made and monies received
Payments: J Ellis, Clerk salary and expenses £169.65
Creative Arts East Screen – Screen East £61.60
Receipts: Film Night £176.00 plus £7.00 ice creams
Land Registry – returned cheque £4.00
- To receive items for the next agenda
Signs for dog fouling in the village
Opening of Picnic Site
The date and time of the next parish council meeting will be Thursday, 4th April 2019 at 7.30pm.
The May meeting and AGM will be held at 7.00pm on 9th May 2019.
- The meeting was adjourned at 8.23pm and reconvened at 8.29pm for public participation
A parishioner spoke about the amount of Litter in the village and how much it costs to take items to the recycling centre.

Mr. Denny thanked everyone for attending and closed the meeting at 8.35pm.
