ALBURGH PARISH COUNCIL
Minutes of the parish council meeting held on Thursday, 2nd June 2016 at 7.30pm in Alburgh Village Hall.

To approve the Minutes of the last council meeting
The minutes of the May 2016 meeting were signed by Mr. Denny, Chairman, as a correct record.
Public Participation
A parishioner has complained about the condition of the seats in the millennium garden and the rails near the pond. It was agreed that parish councillors would go and have a look and assess the situation.
Update on Matters arising from previous minutes
For doing the Litter Pick we receive £25.00. It was agreed to keep a check on when this money is received.

Film Night
The last film was ‘The Dressmaker’ which was again well attended and enjoyed by all.
Richard Gedge has offered to upgrade some of our equipment:
- To add a HDMI input for PC
- To panel mount the existing PC VGA input and audio
- To add a 240V output for use by a PC
- To tidy and improve internal rack cabling
The materials cost for this is £108.00. All were in agreement for Richard Gedge to do this and were pleased for him to do so.

Footpaths
Ruth Walton has now collected 20 User Evidence Forms for Rice’s Lane and these have been sent with a letter to Marcia Lee and Ian Sharman at NCC.
EDP Tokens for the community
Our last application was successful and we have received a cheque for £200.00 from the EDP Community Chest. The agreement was that we would share this with the Village Hall. It was agreed that we would write a cheque for £100 to the Alburgh Village Hall Committee.
Queen Elizabeth’s Birthday Celebrations – Update
This will be taking place at Alburgh Village hall starting at 2pm on Saturday, 11th June 2016. There has been a meeting to finalise arrangements for this. This went well and all arrangements have been finalised.
War Memorial
Ruth Walton has looked at the War Memorial. The verdigris that is growing on the war memorial is not too bad and not really any worse than when it was last looked at. It was felt that we should leave this and let the weather take its course. It was agreed to have another look in 3 months time.
Playing Field
Mrs Davis did some inspections. In her absence Mr. Davis did some inspections and reported to Mr. Denny that all was in good order.
Bark is needed for the millennium garden and for the playing field, especially under the swings. The clerk has contacted SNC and has been informed that we do need Play Grade bark for the playing field.
Mrs. Gladden-Fenn has been in contact with Simons Landscaping who have confirmed that their quote was for Play Grade bark. It is £75.00 for the first bag and further bags are £45.00. This is delivered by a big lorry with a hoist and could be delivered on to the playing field if we give them written consent that they are not responsible for any damage to the grass. Play Grade can be used on gardens but it is more expensive. Garden bark (mulch) can be used on the garden at £35.00 per bag delivered as a second bag.
It was agreed to buy 3 bags – one at £75.00, one at £45.00 and one at £35.00 and to deliver them to the car park. Mrs. Gladden-Fenn will organise this. Mr. Denny with speak to Mr. Syrett about moving the bark when it arrives.
Gritting of Broad Road – A request by Mr & Mrs Snowdon
Mr & Mrs Snowdon’s son has been seriously ill in hospital and should hopefully be coming home shortly. The Ambulance Service has requested that Broad Road be gritted in the winter.
Clerk to contact Margaret Stone to ask for her support on this and to write to Highways.
Hempnall Crossroads
Margaret Stone and Dr Gray informed us that he has been told by Martin Wilby, the new County portfolio holder for Transport that the ‘junction improvements’ would be a roundabout and that this will be constructed very early; possibly in the next 2 years or so.

Planning
Location: Agricultural Building at Gayridge Farm, Tunbeck Road, Alburgh.
Proposal: Notification for Prior Approval for a proposed change of use and associated building works of an agricultural building to a dwelling house. (QA and QB).
Application Type: Prior Notification. Change from Agricultural building to C3 Dwelling.
A prior notification for the above proposal was received on 5 May 2016 and has been registered.

Audit of Accounts
Lynda Ling has completed our internal audit of our 2016 Accounts. Section 1 – Annual Governance Statement 2015/16 was signed by the chairman and the clerk. This will now be sent to Mazars.
