ALBURGH PARISH COUNCIL
Minutes of the parish council meeting held on Thursday, 3rd September 2015 at 7.30pm in Alburgh Village Hall.

Minutes of the last council meeting
The minutes of the July 2015 meeting were signed by Mrs. Walton, Chairman, as a correct record.
Public Participation – None
Update on Matters arising from previous minutes
Access for wheel chair to Millennium Garden. Mr. Whitton has said he will be happy to do the concrete ramp but he would like Mr. David Denny to help him. This will be organised.
Mrs. Gladden-Fenn has treated the picnic tables on the playing field. Mrs. Walton thanked her for this.
Correspondence – None
Footpath from Station Road to the lane near Ivy Farm.
The clerk wrote a letter to Mr. Bond at South Farm to ask him if this footpath was on his land. He kindly replied to say that it was not and he did not know who it belonged to. Mrs. Walton has also been speaking with Bob Flatt who told her that this highway was awarded to the parish of Alburgh at the time of the Enclosure Act and in the past NCC have cleared this path and it was on their original programme. The Clerk informed NCC of this and they have said it will be cleared. To date this has not been done. Clerk to chase.
Strimming at Cherry Tree Crossroads
This area needs tidying up. Mr. Denny will ask Mr. Whitton if he is able to do this.
Dove Restaurant
There is a planning proposal for change of use from restaurant lounge to retail. As this is in the parish of Wortwell, we at Alburgh were not notified. The parking at the front of the restaurant is in the parish of Alburgh and does affect a lot of Alburgh residents.

There are concerns over parking on a very busy junction. Clerk to write letter to new owners asking them if they would kindly remind their customers to park in designated parking places. We also agreed to write to SNC asking them to notify us if any other planning matters arise with this property.
Playing Field
Mrs Davis did inspection. All was in good order.
The pipe was appearing around where the old swings were near the zip wire. Mr. Davis kindly sorted this.
The wire in the bin is worn and splits the bag when you pull it out. It was agreed to look for a new bin. Mrs. Walton offered to do this.
Mrs. Gladden-Fenn also did part inspection. She noted that the pond needs attention. Mr. Denny will speak to Mr. Whitton. Mrs. Walton will see what she can find out about bulrush management.

Decisions received:
Ref: 2015/1373 – Mr. P. Chessells, Blofield House, School Road, Alburgh. Proposed minor alterations to previous approval for conversion of existing outbuilding. Approval with Conditions.
Ref: 2015/1374 – Mr. P. Chessells, Blofield House, School Road, Alburgh. Variation of condition 2 of planning permission – minor amendments to approved scheme of conversion.
Approval with Conditions.

Dr. Gray reported:
Gypsy and Traveller Plan – following the government announcement last week this will be revised.
Grants – there is a neighbourhood fund of £30,000 for community projects. Dr. Gray has £1,000 which he will divide equally between his five parishes.

There is a Light on the outside of 2 Lohr Bungalows which is very bright. Mrs. Walton will ask them if they can adjust it.
