Minutes of the parish council meeting held on Thursday, 5th June, 2014 at 7.30pm in Alburgh Village Hall.

Minutes of the last council meeting
The minutes of the May 2014 meeting were signed by Mrs. Walton, Chairman, as a correct record.
Public Participation – None
Update on Matters arising from previous minutes
The Fish & Chip Unit has started. It comes on Friday evenings between 6 and 8pm.
Richard Morris has taken some photographs of the Affordable Housing development. Mrs. Walton gave thanks to Richard for doing this.
To welcome the new Rector
Mrs. Walton welcomed our new Rector – Chris Hutton. He introduced himself and gave thanks for the welcome he and his family have received. He said that the Church is there to serve the people who live in Alburgh and hoped people would make use of it.

SAM – Speed Monitor
Four parish councillors met in the village with Roy Payne from Westcotec and it was decided on his advice that the best place for the speed monitor would be opposite the drive to White Barn and for this to be powered by a solar panel.
We have received a letter from NCC advising us that our bid for a VAS sign has been successful and will be funded by 50%. The total cost is £5694.10, therefore our contribution is £2847.05.
Mrs. Walton signed the acceptance form.

100th anniversary of start of WW1 – Commemoration
A Service has been arranged to start at 2.00pm on 26th July, 2014. This will be followed by 2 minutes silence around the war memorial and then tea at the village hall where there will be a display of memorabilia, postcards etc and appropriate war music playing, etc.
Allotments – To discuss the possibility of garden sheds
We now have all the allotments taken. Two new people asked if they could have a shed on the allotment to store their tools in. The allotment agreement says ‘the tenant shall not without first obtaining the written consent of the council erect any shed’. It was agreed that if we state a size of 6 x 8, to be of wooden exterior and of tidy appearance we have no objection to the erection of a shed. They can erect a shed each if they so wish.
It was agreed that the allotment rents need to be reviewed in October.
Community Orchard – Mrs. Walton asked councillors to think about what we can do with this. To go on next agenda. Trevor Whymark lives in front of the orchard and has been strimming the orchard and keeping it tidy. We will invite him to our next meeting.
Film Night
Harleston are thinking about starting a film night.
As our screen was faulty it has been replaced with a new one.
The profit from the last film night was £119.18. Mrs. Goose has been buying ice creams; we have 104 in stock. We also have £50.00 in the kitty. Mr. Denny would like to arrange the film night on the same Friday every month, i.e. the first Friday of each month.
Mr. Denny has been looking in to the possibilities of grants to enable us to buy the rest of the equipment needed.
Audit – To approve the annual return
Lynda Ling has completed our internal audit. All councillors agreed that the return be signed and Mrs. Walton signed Section 1 and 2.
Playing Field Report
Mrs. Gladden-Fenn did inspection. All was in good order.
When emptying the bins, there has been lots of ‘dog mess’ in them. The clerk has ordered some stickers from SNC – ‘stating no dog mess’ to go on the bins.
Clerk to ask Mr. Gibson how the notice board is coming on.
The Oak Tree needs to be watered in dry periods.

Contribution to APCC for maintenance of the churchyard – It was agreed to donate
£1,300 for the two years 2013 and 2014. This will come from the Parish Land
Account.

SNC Planning Meeting – 24th June, 2014
Murray Gray has informed us that South Farm, Alburgh – Planning application 2014/0209 will not be going to committee. He also informed us that Mr. Nigel Bond has written to SNC explaining the circumstances and that the plaining of the wood ceased on the 5th March.
County and District Council News –
Dr. Gray reported:
- 3 funds available this year: £1000 budget – he has £200 to donate to each of the 5 parishes. He will give us £200 towards the Speed monitor because Mrs. Goose has applied for another grant for help with the WW1 commemoration.
- Neighbourhood fund – grants still available of up to £2,000.
- Community Action Fund available for grants over £2,000.
- Individual electoral registration – if already on the electoral roll you need to do nothing.
- On course for a new recycling regime from 1st October, 2014.
- Long Stratton By pass and roundabout at Hempnall. The Land owners will not commit to selling so SNC are considering making a compulsory purchase of land.
