Minutes of the parish council AGM held on Thursday, 2nd May 2013 at 7.30pm in Alburgh Village Hall.

Election of Chairman
Mrs. Gladden-Fenn proposed Mrs. Walton be elected as Chairman, seconded Mrs. Goose. All in favour. Mrs. Walton accepted this position and signed the Declaration of Acceptance of Office.
Election of Vice Chairman
Mrs. Goose proposed Mr. Denny be elected as Vice Chairman, seconded Mrs. Walton. All in favour. Mr. Denny accepted this position.
Minutes of the last council meeting
The minutes of the April 2013 meeting were amended and signed by Mrs. Walton, Chairman as a correct record.
Mrs. Walton thanked Mr. Denny for all his hard work over the past three years. All councillors agreed.

Update on Matters arising from previous minutes
The South Norfolk Clean Sweep is arranged for the 9th May, 2013.
Correspondence
Invitation from Creative Arts East to the Village Screen promoters Day to be held on Wednesday, 15th May at The Regal, Wymondham. No councillor is able to attend.

SNC The Green Deal – We have received notification that three people have accepted this deal and as such we will be receiving 3 payments of £50.00. However, it appears that one of these dwellings is in Harleston. Clerk to query.
SAM
Mrs. Goose reported we have SAM at the moment until 13th May. We will have the SNC one from 3rd to 17th June. Mrs. Goose has had one more volunteer but more are always needed. Two sessions have been done and 4 people were caught speeding the first time and 10 the next. Mrs. Goose has looked in to a grant from NCC for the purchase of our own SAM.
Parish Council Representative on Village Hall Committee
No body wishes to volunteer and no other person has come forward for this role.
Playing Field Report
Mrs. Goose did inspection. All was in good order.
Mrs. Gladden-Fenn brought up the following:
- Replacing the swing seats; Mr. Denny advised that they will be done but not sure when as yet.
- Goal post nets are not in very good condition. Can they be replaced? Clerk to get costs.
- Zig Zag planks when it was wet were extremely slippery, could it have netting on it ? Mr. Denny will have a look at this.
- Picnic Table needs treating and Mrs. Gladden-Fenn will do this.
Open Gardens
The Tuesday Group keeps the millennium garden tidy but they may need some more bark – Mrs. Walton asked if they could have permission for the Tuesday group to get the bark as and when is necessary. All were in agreement. Also to plant some daffodils as in previous years.
Mrs. Gladden-Fenn reported that planning for the Open Gardens is going along smoothly.
Opening of Playing Field
Mr. Denny will manage the people coming and the opening of the event. He has asked Mrs. Love and her friends to decorate the equipment with bunting, etc which she is happy to do. Diss Express don’t think will come on the day as don’t work on Sunday, they could come day before or day after. Mrs. Goose will ask Dave Howe to take some photographs for us. The next instalment on the play equipment has been paid to Joy Playgrounds. Mr. Denny has also asked John Whitton to give everything a good tidy up before the date.
The Litter Pick is organised for the 1st June, 2013.
Future of Village Screen
Thanks to Richard Morris and Richard Gedge and David Denny for organising this. The evening was a success which was enjoyed by all. 45 people attended.
The amount taken on the door was £178.00, the costs involved were the hire of the hall £15.00, hire of equipment £15.00, copy rights £61.60.
The next showing is provisionally booked for 21st June, 2013. People can go on the web site to vote for the next film.

Thanks to Pat Goose and Phyllis Wright for getting the ice creams; the next time these will go on a tray and be made more apparent to hopefully sell more.
A matinee for school children was discussed, Mr. Denny will speak with Mrs. Love about this.
It was felt that a monthly showing would be too often – it was agreed to see how it goes.
Vacancy for Parish Councillor
The vacancy notice has been advertised for anybody interested in applying. This will be decided at our next meeting.
Planning
Wind Turbines
There has been a revised application. Parish councillors and neighbours still object to this application. Dr. Gray informed us that the next committee meeting is due to be held on 22nd May, 2013 and the agenda comes out the week before. It may come up on this agenda, if it does Mr. Morris will attend this.
Dr. West spoke about a visit he has had from Andy Baines from SNC responding to a complaint they have had about the ‘YERT’ they have in their garden and he wished to ask the parish councils opinions. This was originally put up to use as a workship but he wishes to keep it up while works are being carried out on his property. Once the work is completed it will be taken down – this will be approx October 2014. He will apply for temporary planning permission. There are also issues with his garden and he has to apply for change of use from agricultural to garden. Mrs. Walton thanked Dr. West for bringing this to our attention. No body had any objection in him applying for temporary permission and for change of use from agricultural to garden.

County and District Council News
Dr. Gray reported:
Planning consultation re: review of planning policies. This is a Development Management policies by which planning applications are judged. This is available on the web site. Councillors will view this.
Tony Tomkinson has retired and he has been very supportive and it was agreed to write him a letter of thanks.

Village Notice Board
Mr. Denny has had a meeting with Keith Donno re: the notice board. It was agreed to double the size of the current one and have one side for the church and one side for the village. Keith Donno will design and price one up. As yet we have not had any further response.
Joint Meeting
This has been arranged for Monday the 3rd June at 7.45pm. The guest speaker will be David Hook from CPRE. Clerk to invite the parishes. Refreshments were arranged.

Mrs. Walton agreed to continue doing the report for the parish magazine but if this gets too much she will bring it to our attention.
