Minutes of a meeting held on Thursday, 3rd November 2011 at 7.30pm in Alburgh Village Hall.

Public participation
Mr. West informed us that he has spoken to the planning officer re: his Planning application that was turned down and he will be changing it to come in line with the comments made. He asked if we had any other comments before he re-submits. Mr. Denny said that we would make any comments when the application comes to us.
Signing of the Minutes
The minutes of the October 2011 meeting were signed by Mr. D Denny, the Chairman as a correct record.
Peter Ramsdale – Affordable Housing
Mr. Ramsdale spoke about the houses that had already been built in other parishes and the tour that they had gone on. They now have a proposal for a piece of land opposite Villa Farm in Alburgh and discussions are taking place. SNC have written to the first applicants from the parish to see if they are still interested in housing. Peter showed us preliminary plans for four dwellings; 2 one bedroom properties and 2 two bedroom. These properties will be for rent. Discussions followed with Peter answering questions arising. Peter left the meeting at 8.20pm. After Peter had left there were no further comments and parish councillors agreed that we would ask Peter to look in to things further and to invite him to our January meeting.

Matters arising
Mrs. Walton and Mrs. Gladden-Fenn attended the meeting at Wortwell Community Centre to discuss the proposal of pylons from Lowestoft along the Waveney Valley. This was a very well attended meeting with a presentation delivered by the team from National Grid. (Notes from meeting attached). The outcome of the meeting was very much anti pylons and it would be more preferable to put them under ground. There is going to be another meeting in the new year.
Safer Neighbourhood Team Report
Mrs. Gedge informed us that no crimes have been reported this month.

Redenhall with Harleston Town Council – Letter received re: Car parking contributions for Harleston. It was agreed that we would donate £300.00 again this year as per last year.
Jubilee Committee
To commemorate the Diamond Jubilee next year, it was asked if the parish council would purchase ‘Coins’ to give to children under the age of 11 in the village. The purchase price is £1.99 plus VAT each, if purchased before Christmas and we need to order 75. All councillors were in agreement to buy these. The jubilee committee are having a village party on Saturday, 2nd June 2012 with Tea party followed by live band in the evening and BBQ.
Planning
Decisions received: 2011/1405 Dove Meadows, Station Road, Alburgh. Approved with no Conditions.
Playing Field
Mrs. Gladden-Fenn did inspection. All was neat and tidy.
She has treated the Picnic Table and sprayed underneath the equipment.
The Goal post nets need some attention.
The Pond has quite a few reeds that are near the edge of the pond and need pulling out. David will ask John Whitton.
The Memorial Seat which is situated underneath the tree, needs treating and one of the legs is quite rotten. Mrs. Goose will speak to Gillian Seaman, who purchased the seat, about maybe repositioning the seat so that it gets some sun and does not need treating so often.

New Playing Field Equipment
The meeting held on the 25th October with Mike Bentley Mr. Denny felt was poorly attended. Further details on this meeting will follow from Mike Bentley.
Report from Fund Raising Committee
A Christmas shopping and pamper evening will be held on the 18th November in Alburgh Village Hall. Posters and flyers were handed out.
War Memorial
Mrs. Walton has spoken to the architect and they are now completely satisfied with the work. Mrs. Walton has asked for the guarantee and said the remainder of the invoices will be paid when the guarantee is received. Information on War Memorial Theft and maintenance of the War memorial booklets will be photocopied and one kept on our file and one for the APCC.
Mr. Denny gave a big Thank You to Mrs. Walton for all the work she has done on this.
Gritting
Following correspondence between us and Graham Plant from NCC and Tony Tomkinson we have now had confirmation that School Road will be treated as a Priority 1 route this winter.
Clerk to just ask for confirmation that this includes Church Road as well.
Web Site
Mr. Morris has now Set up ‘Alburgh talk’ and e-mailed this information to all concerned.
Chris West and Richard Gedge have started work on setting up a web site and explained what they have been doing. It is hoped that this would be up and running soon.
Accounts
Payments: J Ellis, clerk salary £186.80
Receipts: £47.70 from War Memorial Booklets
Precept
All councillors have received a copy of the budget for 2012/13. It was agreed that councillors will take this home to study and come back with their views at the January 2012 meeting when we need to set our precept requirements.

Any Other Business
Mr. Renaut spoke re: Car Park. He has written to the recycling people informing them that their lorries are contributing to the damage to our car park. They said that the money we receive from them covers them ‘damaging’ our car park.

Mr. Denny attended the Parish magazine meeting. The magazine is going well and things look healthy. There is a surplus of £49.00 for the year so Parish News price is staying the same as it was last year.
A reminder about the Training Day on the 22nd November, 6.30pm in Alburgh Village Hall.
