Signing of the Minutes
The minutes of the July 2011 meeting were amended and signed by Mr. D Denny, the Chairman as a correct record.
Matter arising
Telephone Box
Mrs. Wright has now purchased the telephone box from British Telecom. Paper work has been completed. As yet she has not paid her £1.00 and the box is still in use.
Millennium Garden Pond
John Whitton has now tidied this as best as he could.
Supply of Water to Alburgh Allotments
Following a village hall meeting, Mr. Renaut said that they are in agreement to supply water via an outside supply from the village hall. Before this goes ahead, it was agreed to write a letter to each allotment holder in Alburgh to ask if they are prepared to pay for the water. Costs not yet known.
Discussions on an allotment site in Alburgh which is very over grown. There is a lady in the village who would like an allotment. Mrs. Walton will speak to the existing allotment holder.
PC Tim Tyler – Mr. Denny welcomed PC Tim Tyler who spoke to us this evening. He is based in Harleston and has been there 10 years. He spoke about how the Harleston Police Station is operating along with the Safer Neighbourhood Team. He is trying to promote Speed watch and encouraging more villages to do this. He would be happy to attend one of our speed watch sessions. He spoke to Pat Goose about how our speed watch was going. If we have any problems we can always ask him.
There have been 3 Crimes captured over the last six months: Shed break in, theft of padlock and chain, mahogany display table gone from church.
Dale Farm travellers – no further news at the moment – is a case of wait and see.
Gemma Gray and Sgt. Howell have now moved to Long Stratton. Harleston are training a new Special constable called Sophie. We can contact Harleston through the Safer Neighbourhood Team e-mail.
Road Tech – they have lorries coming through the village which are over 7.5 tonne. PC Tim Tyler said he will write to Road Tech.

Norfolk Ass of Local Councils – Invitation to AGM on Saturday 1st October 2011 at East Tuddenham Village Hall.
Letter received from Mr. Donno re: the litter left on the playing field following the Church Fete. He notes with concern our comments regarding the level of litter left on the field. He had personally removed a bin liner full from the area around the festival tents. He says that next year he will ensure that each stall operative is given instructions to clear away any litter within their area.
SNC – Collections from glass banks. Letter received from South Norfolk informing us that the Waste Recycling Group, the contractor for emptying the glass banks are currently undergoing a number of staff changes and as a result are experiencing problems emptying the glass banks. They give us contacts to report any full banks as a result of this.
Speed Watch
Mrs. Goose reported:
Notes following the Speedwatch Meeting, Norwich –
Anyone caught speeding will receive a letter the first time, the second time a stronger letter, the third time will receive a visit from the police.
SAM is portable and can be used in conjunction with camera or without in bad weather. Can be set up but have to stay with it (sit in car) or it may get stolen. We can set it to show smiley/sad face or speed you are doing. The equipment is loaned for 2 weeks and will be delivered and collected. We have to set it up and it takes 2 people to do this. There are only 3 sets available and there are 48 teams to go round. Mrs. Goose has to apply for one and has to go for training for 2-3 hours with NCC at Diss on 12th September then train everyone to use it. Councillors felt that this was a lot of work for a little time. Mrs. Goose will put this point of view forward and see what response she gets.
Mrs. Goose has bought 2 padlocks for the signs and her son has kindly given us some chain.
She is currently sorting out the rota.
Publication of Minutes for the public
Discussions on how the minutes are published. 2 people have mentioned this to Mrs. Walton. It was agreed that Mrs. Walton carry on as she has been and to put at the end of the report that copies of the minutes are available from the clerk.
The village hall committee are looking in to a setting up a web site and we could combine a web site with them.
Planning
Decisions received: 2011/0986 Units 1 & 2, South Farm, Tunbeck Road, Alburgh. Change of use to office and showroom. Approved with Conditions.
2011/0987 Units 1 & 2, South Farm, Tunbeck Road, Alburgh. Erection of hanging sign. Approved with Conditions.
2011/0843 Holbrook Hall, Station Road, Alburgh. Approved with Conditions.
2011/1009 – Corner Cottage, School Road, Alburgh. Refused.
Playing Field
Mr. Renaut did inspection.
All was in good order.
Goal nets need attention. Mr. Denny has some cable ties which should sort this out.
Fund Raising Committee – Mrs. Love is trying to recruit more people. The Bingo night was cancelled and she does not know at present whether the race night will go ahead.
New Playing Field Equipment – Mr. Denny would like to arrange a public Meeting with Mike Bentley so we can make a decision on what equipment we want. Date to be set for October. Mr. Denny will contact Mike Bentley and liase with Mrs. Love and Mr. Renaut to set a date and will let Mrs. Walton know so it can go in the magazine.
At the next parish council meeting it was felt it would be a good idea to prepare a questionnaire for all the people that attend.
War Memorial
It has been agreed that the conservator will come back to do some remedial work. Until this work has been completed it was agreed that we only pay 30% of the payment and the remainder when we are satisfied the work has been completed. We have received the grant from the War Memorial Trust of £1,105.00. A Re-dedication service is to be arranged with the PCC.
Training Day
Wortwell parish council would like to join us on a training session for all councillors. Mr. Denny will liase with Jane Pearce and Mr. Renaut to arrange a date in November.

County and District Council News
Dr. Gray reported:
- Negotiations with Gt. Yarmouth Council were going slowly and did not happen so is dead for the moment.
- The Councils were hoping to save 2 million pounds from this process so are having to rethink how they save this money.
- Information on the Development Boundary to go in to circulation. To go on agenda next month.
- E-mail from Peter Ramsdale re: affordable housing. To go on next agenda.
Any Other Business
Dog Fouling – noted along The Street. Reminder to go in magazine.
Pot hole along Low Ditch Road. Clerk to report.
Septic Tanks – There is a piece in the magazine stating that owners of septic tanks have to register them as exempt with the Environment Agency by 31.12.11. This information is not quite correct and will be reviewed. Mrs. Walton will speak to Keith Dunbar and put a piece in the magazine.
It was asked if we would plant an oak tree in the village for the Queens diamond jubilee at the school/low ditch crossroads. All in favour in principal but to maybe think of any other locations.
Public participation
Mrs. Wright asked if we had heard anything from the bus company. We have not but she said that she has not had any further problems.
