Minutes of a meeting held on Thursday, 6th January, 2011 at 7.30pm in Alburgh Village Hall.

Signing of the Minutes
The minutes of the November 2010 meeting were signed by Mrs. R. Walton, the Vice- Chairman as a correct record.
Dr. Murray Gray reported early as he had another meeting to attend:
- The Council are facing financial problems with cut in government funding. The Council could reduce its services but would prefer not to do that. They are trying to save money in other ways and are talking to Gt. Yarmouth council about a link with them. Mainly things that would not affect the parish council. E.g. one chief executive, one director of planning, etc which is where you save money.
- Bill published before Christmas, ‘Localism’ – people acting in local communities. The Bill is 431 pages long and in 8 parts so is a huge bill. This is in the very early stages, further news to follow.
- Consultation about the plots of land that the land owners had put in. The council had over 3,000 responses to that. These now have to be analysed. Councils still getting ideas on plots of land and there will be another consultation.

There has been a Working party to prepare plots for the trees which Bob Flatt has planted. Thanks to go to Bob for doing this.
Mrs. Walton has spoken to the Head Master of Alburgh School re: making School Road a one way system at school times. He is aware that this is a problem and has spoken to the Council about this.
Norfolk Gritting Routes – We have received the gritting routes for the coming season. School Road and Church Road are only a priority 3 route which means they will only be treated after a prolonged period of ice or snowfall as resources permit. The clerk has e-mailed Tony Tomkinson to ask for this to be changed to a priority 1 route; to be treated when icy conditions are predicted. To date we have had no response. Mrs. Love asked if a petition from the parents would help. Dr. M. Gray said that separate letters would be better. Mrs. Love will talk to the Headmaster and they will get as many people to write letters as possible. Clerk to write to Tony Tomkinson and NCC.
Speed Watch – Pat Goose reported that this has not been done lately because of the weather. School Road could be done but is not really feasible. She has done a new rota.
War Memorial
We have received a grant of £620.00 from Alburgh Town Lands Estate towards the restoration of the War memorial. Letter of thanks has been sent.
Ruth has been trying to find out more about War memorial itself, i.e. the Alburgh former residents whose names are on the memorial and its construction. She would then like to put together a small pamphlet, which could be forwarded to the Grant bodies. All councillors felt this was a lovely idea and gave thanks to Ruth for doing this.
Bus Time Table
Mrs. Gladden-Fenn has compiled a report on the meeting held on Wednesday, 17th November 2010. Report attached. It appears that Alburgh residents are satisfied. Mrs. Walton gave thanks to Mrs. Gladden-Fenn and to Phyllis for attending the meeting.
Planning
Ref: 2010/1564 Rose Cottage, Low Road, Alburgh. Approved with conditions.
Ref: 2010/1494 Mr. P Whymark, North Barn, Mill Road, Alburgh. Approved with conditions.
Ref: 2010/1786 Longbridge House, Burntoak Lane, Alburgh. Prior approval not required.
Playing Field
Mr. Denny did inspection. All was in good order.
New Play Equipment: There has been a first consultation with the School and parish councillors have had a meeting with Mike Bentley. We will try to get an update before February meeting.
Record Office – We now have a list of available dates to visit the Record Office. Councillors decided on Thursday, 10th February at 2pm. Clerk to confirm this.
Combined Dance with Alburgh Village Hall – to be held on 2.4.2011. Further details are being discussed at a meeting on Monday. Mrs. Goose and Mr. Morris will let us know what help we can give them, e.g. selling raffle tickets, prizes.

Public participation
There are several Pot Holes down Church Road and Mill Road. Clerk to inform Highways.
The question of Dog Waste Bins was brought up. Mrs. Walton explained our previous discussions to this lady and said she would put a notice in the parish magazine.
The next parish council meeting will be held on Thursday, the 10th February 2011. (The second Thursday of the month NOT the first).
Mrs. Walton thanked everyone for attending and closed the meeting at 8.30pm.
